The and , the French state investment bank, launched a programme on 3 November to pair French companies with Ukrainian defence startups, backed by EUR 150 million in EU guarantees. DroneXL, citing Reuters, says organisers want 30 French-Ukrainian partnerships over the next three years. Target areas include drones, communications, navigation and space technology.

Under the Commission's dual-use overview, Ukrainian borrowers can finance up to 85 percent of a contract with a French or other EU supplier. DroneXL notes that reported grant figures differ between Reuters and the Commission's July overview. The 30 partnerships are a target, not signed deals.
